Cog Tag 13
At the very beginning of the chapter, look down the stairs to your right to find this just behind three big blocks.
Cog Tag 14
As you progress through the chapter, you’ll go through a room that you cross by using a catwalk. When you exit that building, go down the stairs and then go under those same stairs to find this tag next to a dumpster.
Cog Tag 15
This is found outside of the Stranded’s Settlement behind three trash cans and a burning barrel. Grab this before entering.
Lethal Dusk

When heading for Checkpoint 2 as part of the story, you’ll come to a road where you need to shoot propane tanks in order to create light. At the end of this street where the enemies spawned, look left to see an open door with a propane tank inside. Shoot the tank to light the room and head inside to find this tag.
Cog Tag 17
After using the spotlight to guide Dom down the street, point the spotlight over at the left where Dom started. You can see the tag from the light. Point the light at the tag and leave it there. Go back down to the street and pick it up.
Dark Labyrinth

After the spotlight section, you and Dom will have to make your way through a building by lighting propane tanks and sawing through a cabinet. As soon as you exit that building, look to your immediate right to see these Tags laying on the ground.
